In the Town of Happy Valley-Goose Bay, Newfoundland and Labrador, where allowed: Prohibited in parks/playgrounds, sidewalks/walking/bicycling paths, private property without permission, hospital/health/school/senior-home property, within 15 m of airport buildings/runways, and signed areas; may cross a highway only where 100 m visibility both directions; road shoulder only with valid Town permit.; helmet or age rules: Helmet required (properly fastened) for operator and passenger; person under 16 shall not drive unless accompanied by a person 19 or older; operators under 19 must be insured.; where allowed: Prohibited in parks/playgrounds, sidewalks/ski paths, private property without permission, hospital/health/senior-home property, within 15 m of airport buildings/runways, signed areas, and where people are skiing/skating/tobogganing; on highway only on shoulder when no other means at max 15 km/h, or crossing where 100 m visibility both directions.; helmet or age rules: A person under the age of 13 years shall not drive a Snow Vehicle unless accompanied by a person who is 19 years of age or older..
